Advice on legal actions against a Travel Agent?

My friend booked a ticket to go back home after 2 and a half year as she was doing her degree. She booked the ticket on the 9th of Jan for £397. The agent took the deposit, sent her the itinerary and asked her to fill in an authorisation form for the rest of the payment. She filled it in and sent it as soon as she could. She called them up at least couple of times in three different days asking them to take the rest of the payment.

Yesterday, a guy from the agent calls and asks if she can take the flight on another day and the reason he gave was because she did not pay in time. They actually gave her up to 20 days to pay the rest of the money and today mark the 20th day. She started getting worried and contacted the airline company she was flying with and realised that the agent had booked and cancelled the ticket and made amendments to it 13 times! She also realised from the airline company that she was booked for another ticket that costed her £600!!!

Truly this is unacceptable! Isn't there anything we can do to these people to teach them a lesson?

I would be very grateful to anyone who can give me advice on this issue.
